MINUTES FROM THE REGULAR MEETING

WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT             

July 11, 2023

President Greg Poe called the meeting to order at 7:05 pm at the Commons Pavilion. Board members present – Ed Curtis, John Gromek, Rick Izant, Linda Palchick, Greg Poe, Sarah Sustin, Evan Byrum. Jason Abate was also present.

The minutes from the June 2023 meeting presented by clerk Monica Gromek. Ed Curtis motioned to accept the minutes. John Gromek seconded. Vote was taken – Ed Curtis, yes; John Gromek, yes; Rick Izant, yes; Linda Palchick, yes; Greg Poe, yes; Sarah Sustin, yes: Evan Byrum, yes.  Motion carried.

Treasurer Ed Curtis distributed the June 2023 treasurer’s report. The treasurer’s report showed:  Ending checking balance: $45,747.67; Total disbursements: $7,751.03; Savings account ending balance $21,882.26; Total deposits: $8.93; Encumbered funds: $14,625.00; Unencumbered funds: $52,904.93. Linda Palchick motioned to accept the treasurer’s report; Rick Izant seconded. Vote was taken – Ed Curtis, yes; John Gromek, yes; Rick Izant, yes; Linda Palchick, yes; Greg Poe, yes; Sarah Sustin, yes; Evan Byrum, yes.  Motion carried.

Linda Palchick – Facilities                                                                                         Request for pick up soccer games on Tuesdays.  Men’s Soccer Rec Council.  1 request for pavilion for a graduation party.  Linda sent a thank you letter to Megan McGinnis on behalf of the Board thanking her for doing such an outstanding job to replace the Commons ‘Sign Board’ as her Girl Scout Gold Award project. 

John Gromek and Jason Abate – Maintenance                                                          Path is dragged.  Jason Abate will trim all the park hedges this month.    WG Baseball Federation stopped using the baseball field because the field and pitcher’s mound is not ready.  WGBF (Kelley) did not attend our March 2023 meeting to discuss their needs. Rick Izant stated our field is substandard and an agreement is needed between the Joint Rec Board and the WGBF annually.   Our job is to keep the field up each year; after WGBF prepares it. $1500.00 is shared cost paid by us to the Federation every year in the spring.  Sara Sustin’s son’s team uses our field / complaints now having many rocks on the field.  The WG team is using a Bainbridge field.  Fields in cities are maintained by their staff.  There are lots of younger baseball teams now in our area and the system has to be made better.

Ed Curtis suggested we meet with WGBF this fall to discuss the usage and maintenance of our park’s baseball field. Prep work has to be done this fall.  WGBF usually dumps a load of dirt in the fall at our field.  Linda Palchick will contact Kelley to set up a meeting. 

Jason Abate and Ed Curtis covered up verbiage painted on the basketball court.  John contacted MRH Paving again when the resealing job failed on the basketball court will be redone.  Greg Poe can send them a letter from the Board concerning this issue. $2,115.00 was paid to them last fall.

Andy Clyde Painting and Usher Painting have submitted quotes to paint the bathrooms.

Budget – Ed Curtis                                                                                                    Ed summarized an analysis of 2024 projected budget.  The Annual Appropriation Resolution was read and voted on as follows:

         The Board of Trustees of the West Geauga Community Joint Recreation District, Geauga County, Ohio, met in General session on the 11th day of July 2023 at the West Geauga Commons Park with the following member(s) present:

Evan Byrum              Ed Curtis                 John Gromek           Rick Izant                      Greg Poe                  

Linda Palchick                   Sara Sustin

John Gromek moved the Board of Trustees of the West Geauga Community Joint Recreation District, Geauga County, Ohio that to provide the current expenses and other expenditures of said Board of Trustees, during the fiscal year ending December 31, 2024 the following sums be and the same are hereby set aside and appropriated for the several purposes for which expenditures are to be made for and during said fiscal year as follows, viz:   GENERAL FUND – That there be appropriated from the GENERAL FUND for:   Program Facility Expense $90,000.  Total General Fund $90,000.

Linda Palchick seconded the resolution and the roll being called upon its adoption, the vote resulted as follows:  Evan Byrum, yes; Ed Curtis, yes; John Gromek, yes; Rick Izant, yes; Linda Palchick, yes; Greg Poe, yes; Sara Sustin, yes: Evan Byrum, yes.   Adopted this 11th Day of July 2023.

Discussion on paving the path.  Ed Curtis needs Vitale Asphalt estimate to finish the budget.   Maybe Vital could fill in some of the holes in the drive at the time he has the asphalt trucks here for the path project.   $9900.00 has been encumbered for this path project.  Receiving monies from Newbury is not affecting our budget.  

In closing, we summarized the out-of-control conditions of the baseball field.  We have never had a problem in the past.  Need to regroup and get our field back in good shape.  Ed Curtis motioned for meeting adjournment; Rick Izant seconded.   Vote was taken – Ed Curtis, yes; John Gromek, yes; Rick Izant, yes; Linda Palchick, yes; Greg Poe, yes; Sarah Sustin, yes; Evan Byrum, yes.  Motion carried.
