MINUTES FROM THE REGULAR MEETING

WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT

December 15, 2022

 

President Greg Poe called the meeting to order at 7:03 pm at West Geauga Library. Board members present – Evan Byrum, Ed Curtis, Frank Formicelli, John Gromek, Rick Izant, Linda Palchick, Greg Poe, and Sarah Sustin. Jason Abate was also present.

The minutes from the November meeting presented from Monica Gromek.  Ed Curtis motioned to accept the minutes. Rick Izant seconded. Vote was taken – Evan Byrum, yes; Ed Curtis, yes; Frank Formicelli, yes; John Gromek, yes; Rick Izant, yes; Linda Palchick, yes; Greg Poe, yes; Sara Sustin, yes. Motion carried.

Treasurer Ed Curtis distributed the December treasurer’s report. The treasurer’s report showed:  Ending checking balance: $43,190.54; Total disbursements: $25.00; savings account ending balance $21,726.28. Total deposits: $5.17; Encumbered funds: $4,425.00; Unencumbered funds: $60,491.82. John Gromek motioned to accept the treasurer’s report; Frank Formicelli seconded. Vote was taken – Evan Byrum, yes; Ed Curtis, yes; Frank Formicelli, yes; John Gromek, yes; Rick Izant, yes; Linda Palchick, yes; Greg Poe, yes; Sara Sustin, yes.  Motion carried.

Linda Palchick motioned the following bill be paid:  

Tree Top Products                   2 new memorial benches               $2,043.89 

Meghan McGinnis-Girl Scout    New Park info board                            527.58

EPA                                         Permit for the holding tanks             200.00           

 

Frank Formicelli motioned to pay these bills.  Linda Palchick seconded. Vote was taken – Evan Byrum, yes; Ed Curtis, yes; Frank Formicelli, yes; John Gromek, yes; Rick Izant, yes; Linda Palchick, yes; Greg Poe, yes; Sara Sustin, yes.  Motion carried.

The Board received a letter from the EPA.  We were delinquent in permit fees that was due Sept. 2021.  Thinking the letter was delivered to a former address of a Board member non longer on the present board.  Ed Curtis met the EPA official at the park bathrooms.  A sign is needed with the Non-toxic sewer permit.  He also wants an alarm on the tanks and site plans at Restroom #1 and Restroom #2 at these sites.  Ed explained there is no electricity at the park.  John Gromek and Jason Abate will work on solution to get the needed paperwork on site.

Facilities – Linda Palchick             No games.  Park closed for games.

Maintenance – John Gromek and Jason Abate      Only dog walkers at the park now.  The Maintenance Contract is up for review in January 2023.

Website – Frank Formicelli               Meeting minutes are up-to-date on the website.

Ed Curtis reports payment in 2022 has been made to Meghan McGinnis for her Girl Scout project to design and build a new Park News Board in 2023 for her Gold Award which includes creating and carrying out a Take Action project.

Linda Palchick reports the Pat Jasko sign is in progress.  She called the company; ½ the monies due were given to them in September.  John Gromek motioned to unencumber the $425.00 of the balance due; and re-encumber the funds for the 2023 year.  Rick Izant seconded.  Vote was taken – Evan Byrum, yes; Ed Curtis, yes; Frank Formicelli, yes; John Gromek, yes; Rick Izant, yes; Linda Palchick, yes; Greg Poe, yes; Sara Sustin, yes.  Motion carried. 

The memorial benches for Walt Waetjen and Bernie Mandel have arrived; delivered to Abate Landscaping.  John Gromek will check them to make sure of the correct spelling on the benches.  They shall be installed in spring 2023; when weather permits.

Easter Sunday is April 9, 2023.

Old Business

John Gromek talked with Mark Purchase to discuss the township’s installation of 3 Pickle Courts being installed at Parkside Park in Chesterland.  Cost for each court approx.. $30K.  The Road Dept in the township helped with the project.

Jason Abate suggested for the board to consider beginning to pave the path.  Volleyball poles and restrooms need painting. Volleyball nets need new hooks.  The floor in the restroom is not holding up well.  Trail needs attention.  Water projects?  Ditches were dug out 2 yrs. ago.  Linda Palchick suggested listing our upcoming needed park projects for 2023.  

Ed Curtis will send a copy of the Maintenance Contract to all board members for their review. 

Next meeting Tuesday, January 17, 2023 at the library at West Geauga High School.  Ed Curtis motioned for meeting adjournment at 7:35 pm.  John Gromek seconded.  Vote was taken – Evan Byrum, yes; Ed Curtis, yes; Frank Formicelli, yes; John Gromek, yes; Rick Izant, yes; Linda Palchick, yes; Greg Poe, yes; Sara Sustin, yes. Motion carried.
