MINUTES FROM THE REGULAR MEETING

WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT

August 16, 2022

President Greg Poe called the meeting to order at 7:00 pm at the Pavilion of The Commons. Board members present – Ed Curtis, John Gromek, Rick Izant, Greg Poe, Linda Palchick and Sara Sustin.  Jason Abate was also present.

The minutes from the July meeting presented from Monica Gromek. Ed Curtis motioned to accept the minutes. Rick Izant seconded. Vote was taken. Ed, yes; John, yes; Rick, yes; Linda, yes; Greg, yes and Sara, yes. All in favor, motion carried.  Monica Gromek also distributed the 2022 Board Roster for review.

Treasurer Ed Curtis distributed the July treasurer’s report. The treasurer’s report showed:  Ending checking balance: $33,435.04; Total disbursements: $10,406.81; Total deposits: $175.00; Encumbered funds: $14,550.00; Unencumbered funds: $40,596.64. Rick Izant motioned to accept the treasurer’s report; John Gromek seconded. Vote was taken. Ed, yes; John, yes; Rick, yes; Linda, yes; Greg, yes and Sara, yes. All in favor, motion carried.

Linda Palchick motioned the following bills be paid:

At the July budget hearing in Chardon, Ed Curtis stated that the County stated that our Joint Rec Board is doing a good job.  

 

Clerk Monica Gromek read the following Resolution:      RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR.   

Board of Trustees of the West Geauga Joint Recreation District                                                                            

The Board of Trustees of the West Geauga Joint Recreation District of Geauga County, Ohio met in regular session on the 16th day of August 2022 at the office of West Geauga Commons Pavilion with the following members present:  Ed Curtis, John Gromek, Rick Izant, Linda Palchick, Greg Poe, and Sara Sustin. 

Mr. John Gromek moved the adoption of the following Resolution RESOLVED, By the Board of Trustees of the West Geauga Joint Recreation District Geauga County, Ohio in accordance with the provisions of law has previously adopted a Tax Budget for the next succeeding fiscal year commencing on January 1st, 2023 and                                                                    WHEREAS, The Budget Commission of Geauga County, Ohio has certified its action thereon to the Board together with an estimate by the County Auditor for the rate of each tax necessary to be levied by this Board, and what part thereof is without, and what part within the ten mill tax limitation; therefore, be it                                                                                                RESOLVED, by the By the West Geauga Joint Recreation District of Geauga County, Ohio that the amounts ant rates, as determined by the Budget Commission in its certification, be and the same are hereby accepted and be it further                                                                                RESOLVED, That there be and is hereby levied on the tax duplicate of said District the rate of each tax necessary to be levied within and without the ten mill limitation as follows:

And be it further RESOLVED, that the Fiscal Officer of this Board be and is hereby directed to certify a copy of the Resolution to the County Auditor of said County.

Ms. Linda Palchick seconded the Resolution and the roll being called upon its adoption the vote resulted as follows:  Greg Poe, yes; Rick Izant, yes; John Gromek, yes; Sara Sustin, yes; Ed Curtis, yes; Linda Palchick, yes.  Adopted the 16 day of August, 2022.

Facilities – Linda Palchick                                                                                                              Soccer was played last Sunday – no teams showed up.  4 games were scheduled.  Rec Council starts Aug. 21. 2 pavilion usage permits from 4H were received.

Maintenance – John Gromek and Jason Abate                                                                              Jason reported the park entrance beds have been mulched.  All fields are fertilized.  Applied asphalt grindings behind the volleyball court.

John Gromek said a down payment has been given to Velotta Paving; shall now be placed on their schedule. The new Merry Go Round on the playground has been installed by Playground World.  Jason may need 10 more yards of grindings. 

Rick Izant motioned to encumber $1,100.00 to replace trees:  October Glory or Red Maples $725.00:  1 Sweet Bay Magnolia $175.00; 2 Dawn Redwood behind the soccer field or 2 October Glories.  John Gromek seconded.  Vote was taken. Ed, yes; John, yes; Rick, yes; Linda, yes; Greg, yes and Sara, yes. All in favor, motion carried.  The trees come with a 1 yr. guarantee.

Jason Abate has about 30 dead trees to take down.  John Gromek motioned to encumber $2425.00 for this project.  Rick Izant seconded.  Vote was taken. Ed, yes; John, yes; Rick, yes; Linda, yes; Greg, yes and Sara, yes. All in favor, motion carried.

Linda Palchick motioned to encumber $1,000.00 for path grindings to patch up holes.  John Gromek seconded.  Vote was taken. Ed, yes; John, yes; Rick, yes; Linda, yes; Greg, yes and Sara, yes. All in favor, motion carried.

Evan Byrum will submit his appointment letter to Chester Township.

SIGNS – Linda Palchick visited Jacob in Middlefield to discuss the final design of the Pat Jasko Memorial sign.  He is waiting for a vendor to get back with him concerning the cost of the sign.  Discussion also about the Memorial benches for Walt Waetjen and Bernie Mandel.  Where shall the benches be placed?  John Gromek motioned to encumber $2500.00 for these benches.  Linda Palchick seconded.  Vote was taken. Ed, yes; John, yes; Rick, yes; Linda, yes; Greg, yes and Sara, yes. All in favor, motion carried.  Shipping costs need to be added. 

Evan Byrum, potential board trustee, volunteered to be Publicity Chairman for our Board.  Next meeting Sept. 20, 7 p at the Commons Pavilion. 

Discussion by Board of the cost of lining the fields.  Jason Abate said the paint for the lining used to cost $45.00/bucket.  Today’s cost is $100.00/bucket.  This is the cost EACH WEEK to line the fields.  The cost of field usage needs to be increased.

NOVEMBER 2022 LEVY – Rick Izant reports the Levy initiative has been approved by the election board for November 8, 2022.  Issue number will be assigned soon. PAC is established as a nonprofit and bank account is in place.  Need to immediately ask for community and individual donations to support the PAC.

Ed Curtis and Rick Izant met with graphic designer Brenda Haehn; to create the template for the ads, flyers, and signs.  Met with John Karlovec from Chesterland News.  5,900 distribution from Chesterland and Russell plus portions of the Maple Leaf circulation (to cover the WG School System).  Insertion in Chesterland News and Maple Leaf; Full page ad: $626.00; Half page ad: $372.00. Top Page Banner: $300.00 per paper.  Quarter Page: $186.00 per paper.  Printing cost.  Cost of each sign.  Projected costs needed: $1,500 to $2,000.

Rick Izant will draft a letter explaining our November 2022 levy; and asking for financial contributions, especially from those groups that use our facility.
