WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT
July 12, 2022
President Greg Poe called the meeting to order at 7:00 pm at the Pavilion of The Commons. Board members present – Ed Curtis, John Gromek, Rick Izant, and Greg Poe. Jason Abate also present.
The Board welcomed 2 visitors interested in being on the Board (there are presently 2 open vacancies): Nancy Chapic from Russell and Evan Byrum from Chesterland.
The minutes from the June meeting presented from Monica Gromek. Rick Izant motioned to accept the minutes. John Gromek seconded. Vote was taken. Ed, yes; John, yes; Rick, yes; Greg, yes. All in favor, motion carried.
Treasurer Ed Curtis distributed the July treasurer’s report. The treasurer’s report showed: Ending checking balance: $43,666.85; Total disbursements: $0; Tal deposits: $.18; Encumbered funds: $14,300.00; Unencumbered funds: $51,078.11. Rick Izant motioned to accept the treasurer’s report; John Gromek seconded. Vote was taken. Ed, yes; John, yes; Rick, yes; Greg, yes. All in favor, motion carried.

PUBLIC BUDGET MEETING opened by Treasurer, Ed Curtis. The Annual Budget Resolution commencing January 1, 2023, was reviewed and will be submitted to the Geauga County Auditor next week.
ANNUAL APPROPRIATION RESOLUTION – WGCJRD The Board of Trustees of the West Geauga Community Joint Recreation District, Geauga County, Ohio, met in General session on the 12th day of July, 2022 at the West Geauga Commons Park with the following member(s) present: Rick Izant, Ed Curtis, Greg Poe, John Gromek, Linda Palchick (proxy). John Gromek moved the adoption of the following Resolution:
BE IT RESOLVED by the Board of Trustees of the West Geauga Community Joint Recreation District, Geauga County, Ohio that to provide the current expenses and other expenditures of said Board of Trustees, during the fiscal year ending December 31, 2023 the following sums be and the same are hereby set aside and appropriated for the several purposes for which expenditures are to be made for and during said fiscal year as follows, viz: that there be appropriated from the GENERAL FUND for:
60 Program Facility Expense $97,000. Total General Fund $97,000.
Rick Izant seconded the resolution and the roll being called upon its adoption, the vote resulted as follows: Rick Izant; yes, Ed Curtis, yes; Greg Poe, yes; John Gromek, yes; Linda Palchick – proxy yes. Adopted this 12th day of July, 2022.

1 permit for pavilion usage. Bill Bryant using our junior field on Monday and Wednesday. Men’s Soccer will be held on Sunday evenings.
Maintenance – John Gromek
The foundation has been installed by Playground World for the new merry-go-round in the playground. The new price from Velotta Paving is $2,115.00 to seal and line the basketball court. Painting the court is 2/3 of the expense.
Jason has fertilized all the fields. The bathrooms have been pressure washed. The paths have been graded. John Gromek will obtain information on engravable benches in memoriam of Walt Waetjen. Jason Abate will give the Board an estimate to grind tree stumps in the park. Discussion replacement of dying pear trees at junior soccer field.
Frank Formicelli said the website has been updated.
John Gromek motioned to encumber $500.00 to Abate Landscaping for grindings. Rick Izant seconded. Vote was taken. Ed, yes; John, yes; Rick, yes; Greg, yes. All in favor, motion carried.
In discussion of future park projects, Nancy Chapic suggested benches for the soccer teams.

DECLARING IT NECESSARY TO LEVY A TAX IN EXCESS OF THE TEN MILL LIMITATION Rev. Code Sec 5705.19, 191, .194, .21, .26
The Board of Trustees of West Geauga Community Joint Recreation District, Geauga County, Ohio met in general session on July 12, 2022, at the West Geauga Commons Park, with the following Trustees present: John Gromek Greg Poe Rick Izant Ed Curtis Linda Palchick, proxy
John Gromek moved the adoption of the following Resolution: WHEREAS, The amount of taxes which may be raised within the ten mill limitation will be insufficient to provide an adequate amount for the necessary requirements of said West Geauga Community Joint Recreation District, Geauga County, Ohio; therefore be it
RESOLVED, by the Board of Trustees of West Geauga Community Joint Recreation District, Geauga County, Ohio, two-thirds of all members elected thereto concurring that it is necessary to levy a tax in excess of the ten mill limitation for the benefit of the West Geauga Community Joint Recreation District for the purpose of Recreation Purposes, Pursuant to the Ohio Revised Code Sections 755.18 and 5705.19 (H) and 5705,191 at a rate not exceeding two-tenths (2/10) mills for each dollar of valuation, which amounts to $.02 cents for each hundred dollars of valuation, for a 5-year period of time, which levy is a renewal.
The tax shall be levied in tax year 2022 and begin collection in year 2023. The subdivision has territory affected in Geauga County(ies).
RESOLVED, That the question of levying additional taxes be submitted to the electors of said West Geauga Community Recreation District of Geauga County and if passed the tax shall be levied upon the West Geauga Community Joint Recreation District territory at the General election to be held at the usual voting place of said West Geauga Community Joint Recreation District on the 8th day of November 2022; and be it further
RESOLVED, That said levy be placed upon the tax list of the current year if a majority of the electors thereon vote in favor thereof; and be it further
RESOLVED, That the Fiscal Officer of the West Geauga Community Joint Recreation district be and he/she is hereby directed to certify a copy of this Resolution to the Board of Elections, Geauga County, Ohio on or before seventy-five (75) days before the general election of November 8, 2022 by 4:00pm (E.S.T.) and notify said Board of Elections to cause notice of election on the question of levying said tax to be given as required by law.
Rick Izant seconded the Motion and the roll being called upon its adoption resulted as follows:

This resolution will be submitted to the Election Board tomorrow, July 13, 2022. Our mission is Recreation. Donations will be needed now to go forward to prepare for the election.
