MINUTES FROM THE REGULAR MEETING

WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT

June 21, 2022

President Greg Poe called the meeting to order at 7:02 pm at the Pavilion of The Commons. Board members present – Ed Curtis, John Gromek, Rick Izant, Linda Palchick, Greg Poe. Jason Abate also present.

The minutes from the May meeting presented. Ed Curtis motioned to accept the minutes. Rick Izant seconded. Vote was taken. Ed, yes; John, yes; Rick, yes; Linda, yes; Greg, yes. All in favor, motion carried.

Treasurer Ed Curtis distributed the June treasurer’s report. The treasurer’s report showed:  Ending checking balance: $50,786.55; Total disbursements: $7,183.91; Total deposits: $1,000.00; Encumbered funds: $14,300.00; Unencumbered funds: $58,197.63. Rick Izant motioned to accept the treasurer’s report; John Gromek seconded. Vote was taken. Vote was taken. Ed, yes; John, yes; Rick, yes; Linda, yes; Greg, yes. All in favor, motion carried.

John Gromek motioned the following bills be paid:

PO Box rental (annual)               $182.00  

Cost for basic audit                  $397.70 

Rick Izant seconded. Vote was taken. Ed, yes; John, yes; Rick, yes; Linda, yes; Greg, yes. All in favor, motion carried.

Ed Curtis did a quick review of the remaining funds available for use in 2022: 

$6,500.00 from taxes vs what is spoken for through 12/31/22:

Already encumbered funds           $14,300.00 

Insurance cost                               $ 3,000.00

Maintenance contract                    $28,000.00

Audit                                              $ 400.00                                                              

Ed Curtis then read a “Certificate of Need” be sent to the County Auditor in order to place a tax renewal on the November 2022 ballot:

CERTIFICATE OF NEED                                                                                                              West Geauga Community Joint Recreation District RESOLUTIONI 22-002                        

WHEREAS the Board of Trustees of West Geauga Community Joint Recreation District, Geauga County, Ohio has determined the amount of taxes which may be raised within the ten-mill limitation by levies on the current tax duplicate will be insufficient to provide an adequate amount for the necessary requirements of the Township and it is necessary to levy a tax in excess of such limitations for the purpose of Recreation in the West Geauga Community Joint Recreation District as provided and authorized in Section 755.18 and 5705.19 (H) and 5705.191.

WHEREAS the levy is at a rate of two-tenths (2/10) for a 5 year period of time and is a .20 mill Joint Recreation  District levy first voted in 1988; and WHEREAS the ballot measure shall be submitted to the entire territory and the tax shall be levied on the entire territory and within Geauga County; and WHEREAS the levy is to be placed on the November 8, 2022 ballot and shall be first levied in tax year 2022 and begin collection in 2023; and BE IT RESOLVED by the Board of Trustees, after meeting in Regular session on June 21, 2022, at West Geauga Commons Park, that pursuant to ORC 5705.03(B) said board hereby certifies this resolution to the Geauga County Auditor, and requests that the County Auditor certify back to the Board of Trustees the total current tax valuation of the subdivision, and the number of mills required to generate a specified amount of revenue, or the dollar amount of the revenue that would be generated by two-tenths (2/10) mill, 5 years, for the purpose of recreation in West Geauga Community Joint Recreation District as provided and authorized in Section 755.18 and 5705.19(H) and5705.191.                                                                                                                                                              

Linda Palchick moved for the adoption of the foregoing and Greg Poe seconded the motion. Upon the call of the question, the vote was as follows:

Facilities – Linda Palchick                                                                                                              The spring soccer season is completed, although baseball still has games.  There were 2 pavilion usages last week and one on the board for August.  Linda and Jason have talked about the soccer field maintenance over the summer due to the lack of weekly usage. Paint to line the fields each week cost $45 per bucket last year and it is up to $100 per bucket this year. 2/12-3 buckets are needed EACH week, causing the cost to rise to $250-$300 per week when they are not being used regularly. It was suggested and approved that we would not line the fields until the fall session beginning in August as a cost savings. Jason will also take the nets down on the Main & Junior fields only, leaving the goals and nets in place belonging to the Soccer Club. Bill Bryan, Director of Coaching for Soccer has been made aware of this decision. They will make other arrangements for the skills clinics and open fields dates that they have booked for Wednesdays and Fridays thru the end of July.

Linda Palchick also made Bill Bryan aware that the Board also has a policy of charging $5.00 per participant in any camps/clinics scheduled by any group as a money raiser (even a non-profit group). He was provided a copy of the policy (says 1-5 consecutive days…however they are having it weekly. Therefore, our Board agreed that the fee would remain the same NOT $5.00 each time.

Facilities – John Gromek and Jason Abate 

Jason Abate noted that there was a supporting wire broken holding the volleyball net in place, which just needs some “I” hooks to keep in place. No date on Merry-go-Round arrival yet. John Gromek said company agreeing to strip and seal the basketball court wants to rebid the job since “everything” is more expensive now. He expects the new quote will be higher since he verbally OK’s the project in 2021 but did not put it in writing.

Old Business – No report regarding WEB due to the absence of Frank Formicelli. Thank you note from Soccer Club was shared, thanking the Board for opening the lower field for their use during the spring session.

New Business – Ed Curtis learned of a sign company in Middlefield that might be able to make a sign for the Jasko Pavilion sooner than the 2 ½ years that we have waited for the previous company. Linda visited and got some information and initial drawings that were sent to her. They included a drawing of a sycamore tree (for which we had received the award for in 2019) + the appropriate wording. Members decided a definite drawing and a cost estimate was needed before a positive decision would be made. It was decided to check on a 3-dimentional sign approximately 48 inches wide by about 15-18 inches deep. The cost will include being primed and painted with 100%acrylic latex coating for a long-lasting finish (like that of the Bernie Mandel pavilion sign at Eddy Field). Linda will follow through with another in-person visit.

Ed Curtis suggested a possible solution regarding commemorating Walt, Bernie, and any other Board members in the future which we wish to honor.  We have benches through out the park which can be engraved “in memory of…….”  They can be used by those waling on or just sitting enjoying the scenery. We can check of this could be done by the sign company and if so, the possible cost.

Next meeting is set for Tuesday, JULY 12, 2022. We need a quorum since the budget will be presented.
