MINUTES FROM THE REGULAR MEETING

WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT

May 17, 2022

President Greg Poe called the meeting to order at 7:00 pm at the Pavilion of The Commons. Board members present – Ed Curtis, Frank Formicelli, John Gromek, Rick Izant, Linda Palchick. Greg Poe, and Sara Sustin. Jason Abate also present.

Megan McGinnis reported on replacing our outdated park sign board for her Girl Scout Gold award project. Sarah Sustin will work with Megan to share sign information she has received. Site of new sign may be moved to the path entering the pavilion; the sun shines directly on the present 1980 sign. Option:  cabinet style unit opening in the back. Jason Abate suggested using weather-proof materials. Sara Sustin will be the project coordinator.

Linda Palchick motioned to encumber 1,500.00 for this sign redo project. Rick Izant seconded. Vote was taken. Ed, yes; Frank, yes; John, yes; Rick, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried.

Jason Abate introduced John Purcell, as a guest. He walks the park every day with his dog Stella.

The minutes from the April meeting presented. Ed Curtis motioned to accept the minutes. Frank Formicelli seconded. Vote was taken. Ed, yes; Frank, yes; John, yes; Rick, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried.

Treasurer Ed Curtis distributed the March treasurer’s report. The treasurer’s report showed:  Ending checking balance: $56,970.46; Total disbursements: $7,675.00; Total deposits: $5,068.82; Encumbered funds: $11,350.00; Unencumbered funds: $67,331.35. Frank Formicelli motioned to accept the treasurer’s report; Sara Sustin seconded. Vote was taken. Ed, yes; Frank, yes; John, yes; Rick, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried.

John Gromek motioned the following bills be paid:

Ed Curtis reported that our audit was completed last Wednesday. Record retention and public records along with sunshine laws are a hot topic with the State Auditors.   Our board is needing an attorney, with the void now left with Bernie Mandel’s death.  Currently the county prosecutor is listed as our legal counsel.

Facilities – Linda Palchick                                                                                                              

No permits yet for pavilion usage. Fields are in good shape with the dry weather last week. Last month Bill Bryant asked if we could change our junior field. Upper field would be 13,14, & 15 yr. olds; and adults. Junior soccer field would be U10 and Rec Council U12. Lower field now redone for 2 soccer field set ups. 

Maintenance – John Gromek                                                                                                         

Sealcoating bid from Frank Velotta had to be redone due to higher oil prices now. 2021 was $1650.00; 2022 $2,034.00 estimate now. John Gromek motioned to encumber $2,200.00. Frank Formicelli seconded. Vote was taken. Ed, yes; Frank, yes; John, yes; Rick, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried.

John Gromek distributed grill information, similar to our present large grill.  Shipment would be to Jason Abate’s dock. Rick Izant stated there is not too much action for pavilion permits right now to warrant replacing the grill. Rick Izant motioned to de-encumber $1,000.00 for grills. Linda Palchick seconded. Vote was taken. Ed, yes; Frank, yes; John, yes; Rick, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried.

Old Merry go round base removed. Should we relocate the new merry go round. Jason Abate and John Gromek to decide where new merry go round should go.

Discussion of using automatic liquid sanitizing soap dispensers in our restrooms. Greg Poe passed out information of the type used in Cleveland Parks. Linda Palchick motioned to encumber $250.00 for 2 new dispensers.  Sara Sustin seconded. Vote was taken. Ed, yes; Frank, yes; John, yes; Rick, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried.

Frank Formicelli will be meeting with former board member Mick Benitez-Santana to train on the website.

Jerry Flesher cleaned up the baseball field. Suggestion to put a locked box behind home plate. Jason Abate reports that some one backed into the split rail fence at the end of the upper parking lot. 2 post rails broken. 

John Purcell gave information on himself. Ed Curtis summarized how our board is formed and levy monies operate the park. Our mission is recreation. We are not associated with the Geauga Park District.

Slate of officers were presented:  Greg Poe, President; Rick Izant, Vice President; Linda Palchick, Secretary; Ed Curtis, Treasurer. John Gromek motioned to accept this slate of officers for next year. Frank Formicelli seconded. Vote was taken. Ed, yes; Frank, yes; John, yes; Rick, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried.

Discussion on signs for the park. Pavilion (Pat Jasko), Trails (Walt Waetjen).

June 21, 2022 is our next meeting.  The July meeting will be July 12, 2022.
