WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT

August 17, 2021

President Greg Poe called the meeting to order at 7:00 pm at the pavilion of The Commons Park. Board members present – Mick Benitez-Santana, Ed Curtis, John Gromek, Rick Izant, Linda Palchick. Greg Poe, and Sara Sustin. Jason Abate also present.

Eagle Scout Ryan McGinnis reported all 15 sites for the signs he is making have been spotted along the trail.  Sign proofs were emailed to Board members.  Now wood can be cut for the backer boards.  This Saturday, August 21, Ryan would like to set the posts with the help of Jason Abate; Ryan needs to check with his work crew if they are available.  Posts will be installed into concrete. 

The minutes from the July meeting presented. Ed Curtis motioned to accept the minutes. Rick Izant seconded. Vote was taken. Mick, yes; Ed, yes; John, yes; Rick, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried.

The July treasurer’s report was distributed by Treasurer Ed Curtis. The treasurer’s report showed:  Ending checking balance: $20,218.46; Total disbursements: $7,637.26; Total deposits: $0.00; Encumbered funds: $4,550.00; Unencumbered funds: $36,897.75. John Gromek motioned to accept the treasurer’s report; Mick Benitez-Santana seconded. Vote was taken. Mick, yes; Ed, yes; John, yes; Rick, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried.

Ed Curtis reported on the Budget hearing in July.  The Budget Commission commented on a job well done by our board.  They now use a power point presentation.  2023 operations estimate will be 90K.  Board discussion of needs at the Commons Park.  John Gromek will research prices to replace our well used BBQ grills.

Clerk Monica Gromek read the ‘RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR’.

The Board of Trustees of the West Geauga Joint Recreation District, Geauga County, Ohio, met in regular session on the 17 day of August 2021 at the pavilion of The Commons Park with the following members present:  Ed Curtis, John Gromek, Rick Izant, Mick Benitez-Santana, Greg Poe, Linda Palchick, Sara Sustin.  Mrs. Linda Palchick moved the adoption of the following Resolution:                                                                                                                                                                                                         RESOLVED, By the Board of Trustees of the West Geauga Joint Recreation District, Geauga County, Ohio, in accordance with the provisions of law has previously adopted a Tax Budget for the next succeeding fiscal year commencing on January 1st, 2022; and

WHEREAS, The Budget Commission of Geauga County, Ohio, has certified its action thereon to this Board together with an estimate by the County Auditor of the rate of each tax necessary to be levied by this Board, and what part thereof is without, and what part within the ten-mill tax limitation; therefore, be it

RESOLVED, By the Board of Trustees of the West Geauga Join Recreation District, Geauga County, Ohio, that the amounts and rates, as determined by the Budget Commission in its certification, be and the same are hereby accepted; and be it further

RESOLVED, That there be and is hereby levied on the tax duplicate of said District the rate of each tax necessary to be levied within and without the ten-mill limitation as follows:

SCHEDULE A – SUMMARY OF AMOUNTS REQUIRED FROM GENERAL PROPERTY TAX APPROVED BY BUDGET COMMISSION, AND COUNTY AUDITORS ESTIMATED TAX RATES – Park Levy Fund – $87,128.00 Amount Approved by Budget Commission Outside 10 Mill Limitation.  County Auditor’s Estimate of Tax Rate to Be Levied: 0.20.  TOTAL: $87,128.000 AT 0.20 Tax Rate to be Levied.

SCHEDULE B – LEVIES OUTSIDE 10 MILL LIMITATION, EXCLUSIVE OF DEBT LEVIES – 1988 Recreation Fund: Levy authorized by voters on November 7, 2017, not to exceed 5 years. Maximum Rate Authorized to Be Levied: 0.20.  County Auditor’s Estimate of Yield of Levy: $87,128.00

And be it further RESOLVED That the Fiscal Officer of this Board be and is hereby directed to certify a copy of this Resolution to the County Auditor of said County.  Mr. John Gromek seconded the Resolution and the roll being called upon its adoption the vote resulted as follows:  Mr. Ed Curtis, yes; Mr. John Gromek, yes; Mr. Rick Izant, yes; Mr. Mick Benitez-Santana, yes; Mr. Greg Poe, yes; Mrs. Linda Palchick, yes; Mrs. Sara Sustin, yes.  Adopted the 17th day of August 2021.

Facilities – Linda Palchick                                                                                                             2 requests for the Pavilion August and September.  The lower soccer field is not being used.   WG High School is allowing soccer to use their fields.

Maintenance – John Gromek and Jason Abate                                                                               Jason rented a grinder to ground 38 stumps throughout the park.  Community service boys helped Jason with the bench refinishing project.  They took all the benches apart.  Boards were restrained, benches reassembled and now need to be sealed.  May have to grind down some of the longer bolts flush with the wood.

John Gromek contacted a member of the Cleveland Metroparks that installed equipment at Edgewater Park.  He was familiar with The Commons as he lives here in Geauga County.  John did research of many merry ground type replacements and showed many examples of ranges of equipment.  Rick Izant will investigate do we need to be handicap compliant if we add anything new to our playground. 

New Business – Mick Benitez-Santana would like to put needed individual pictures of all board members on our website.  He will send an email to our group with needed information.

Linda Palchick said we could have our September board meeting here at The Commons Pavilion.  The WG Library is now open.  Board discussion where to hold our monthly meetings.

There was a police incident 2 weeks ago, chasing kids out of the park after dark.
