MINUTES FROM THE REGULAR MEETING

WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT

July 13, 2021

President Greg Poe called the meeting to order at 7:05 pm at the pavilion of The Commons Park. Board members present – Ed Curtis, John Gromek, Rick Izant, Bernie Mandel, Linda Palchick. Jason Abate also present.

The minutes from the June meeting presented. Bernie Mandel motioned to accept the minutes. Ed Curtis seconded. Vote was taken. Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes. All in favor, motion carried.

The June treasurer’s report was distributed by Treasurer Ed Curtis. The treasurer’s report showed:  Ending checking balance: $27,855.72; Total disbursements: $8,671.00; Total deposits: $900.00; Encumbered funds: $2,000.00; Unencumbered funds: $47,084.84. John Gromek motioned to accept the treasurer’s report; Rick Izant seconded. Vote was taken. Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes. All in favor, motion carried.

Bernie Mandel motioned the following bills be paid                                                                             Abate Landscaping                                                          $ 475.00                                                                                            Doggie Bags                                                                    $ 162.26                     

John Gromek seconded. Vote was taken. Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes. All in favor, motion carried.

Facilities – Linda Palchick                                                                                                                Rec Council still having summer soccer games on Thursday through end of July (rain dates first 2 weeks of August) on junior field. Soccer Club games to start on August 15th; unsure when Rec Council games will start. There are still only 3 dates for August for Pavilion usage…none for the remainder of July.

Maintenance – John Gromek and Jason Abate                                                                               Fields have been VERY WET; Jason dragged the path…better. Although some damage with last rain; “humps” have helped to divert water. John presented quotes for basketball court sealcoating and striping:                                                                     American Asphalt $1442.00 and Ohio Paving $1450.00. The Board decided to award the contract to American Asphalt as they are local…Chesterland. Bernie Mandel motioned to encumber $1500.00 for this project; Rick Izant seconded. Vote was taken. Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes. All in favor, motion carried.

Jason Abate checked into renting a stump grinder. Cost $340.00 a day; John Gromek moved to encumber $1,000.00 for the rental and the removal of the grinding by Jason and his staff. Linda Palchick seconded. Vote was taken. Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes. All in favor, motion carried.

Jason fertilized the fields and sprayed for weeds the past 2 weeks; pressure washed the bathrooms and some of the benches.

Old Business – Linda talked to Chuck Giallanza from Judge Grendell’s “Good Deeds Program.”  Chuck will have 2-3 or more at The Commons on 7/22 and 7/23, 2021 to scrape and paint the goal posts on the upper and lower soccer fields; Jason will contact him again and see if they will also scrape and paint the supports on the wooden benches. Jason will check on the cost of wood for the benches. Discussion regarding if it would be better to have Jason’s crew remove and add new lumber rather than Chuck’s young men. John Gromek motioned to encumber $800.00 for the “bench project”; Rick Izant seconded. Vote was taken. Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes. All in favor, motion carried.

Linda Palchick purchased tarps and Jason will purchase the remaining supplies for scraping and painting of the goalposts.

New Business – 2022 budget was reviewed and is attached in this month’s minutes. Ed will personally take it to Chardon. USPS service is still questionable.

The “Merry-go-round” at our park playground has been removed. Jason will rent the proper equipment to remove it totally. Bernie Mandel motioned to encumber $750.00 for the removal cost. Linda Palchick seconded. Vote was taken. Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes. All in favor, motion carried.

The Annual Appropriation Resolution for WGCJRD was presented by Ed Curtis.

The Board of Trustees of the West Geauga Community Joint Recreation District, Geauga County, Ohio, met in general session on the 13th day of July 2021 at the West Geauga Commons Park with the following members present:  Greg Poe, Bernard Mandel, Ed Curtis, Linda Palchick, Rick Izant, John Gromek. Rick Izant moved the adoption of the following Resolution:

BE IT RESOLVED by the Board of Trustees of the West Geauga Community Joint Recreation District, Geauga County, Ohio, that to provide the current expenses and other expenditures of said Board of Trustees, during the fiscal year ending December 31, 2022 the following sums be and the same are hereby set aside and appropriated for the several purposes for which expenditures are to be made for and during said fiscal year as follows, viz:

GENERAL FUND – That there be appropriated from the GENERAL FUND for:                                             60  Program Facility Expense: $83,000. Total General Fund: $83,000.

John Gromek seconded the resolution and the roll being called upon its adoption, the vote resulted as follows:  Greg Poe, yes; Bernard Mandel, yes; Ed Curtis, yes; Linda Palchick, yes; Rick Izant, yes; John Gromek, yes. Adopted this 13th Day of July 2021. Monica Gromek, Clerk.

Linda Palchick noted reading in the newspaper and seeing on television, a new children’s park (Lindsey Family Park) at Edgewater Park. They showed a ‘merry-go-round” that the children sat and held onto. John Gromek will check into this.

Bernie Mandel motioned for meeting adjournment at 7:47 pm. John Gromek seconded. Vote was taken. Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes. All in favor, motion carried.
