MINUTES FROM THE REGULAR MEETING

WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT

January 15, 2021

President Greg Poe called the partial virtual meeting to order at 7:00 pm from the Chester Town Hall meeting room. Board members present – Ed Curtis, Frank Formicelli, John Gromek, Rick Izant, Bernie Mandel, Linda Palchick, Greg Poe, and Sara Sustin. Jason Abate and Boy Scout Ryan McGinnis were also present.

Ryan McGinnis, Eagle Scout candidate from BSA Troop 193 presented report on his Eagle Scout project of installing Nature Signs along the path at The Commons in the spring of 2021. He showed us a model of the path signs and questioned how many signs are needed. The signs will be placed in concrete in the ground. A dedication sign will be placed at the beginning of the trail; 3 ft in height/sign on an angle. Previous trail signs have been severely vandalized through the years. The board also questioned if ‘1/4 mi; ½ mi’ signs can be placed as indicators along the trail.

Sarah Sustin shall begin researching work to begin replacement of the aging main information sign. Ed Curtis gave Ryan McGinnis his contact information. Approval is now needed from the unit. Begin project April/May (depending on spring weather) to be completed approx. July 2021.

Estimate cost is $80.00 per sign. Money will have to be raised for this project. Bernie Mandel motioned $1,500.00 be encumbered for this sign project; Linda Palchick seconded. Vote was taken: Ed, yes; Frank, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried.

The minutes from the December meeting presented by clerk, Monica Gromek. Ed Curtis motioned to accept the minutes. John Gromek seconded. Vote was taken: Ed, yes; Frank, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried.

The December treasurer’s report was distributed by Treasurer Ed Curtis. The treasurer’s report showed: Ending checking balance: $25,206.95; Total

disbursements: $4,146.98; Total deposits: $0; Encumbered funds: $0; Unencumbered funds: $45,935.04. Linda Palchick motioned to accept the treasurer’s report; Rick Izant motioned to accept the treasurer’s report. Vote was taken: Ed, yes; Frank, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried.

Frank Formicelli motioned the following bills be paid Monica Gromek $25.00 January 2021 minutes Abate Landscaping $75.00 3 snowplows @$25.00 ea. Geauga County Treasurer $ 1.00 Lease of the Commons property

John Gromek seconded the motion. Vote was taken: Ed, yes; Frank, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried.

Ed Curtis reviewed the 2020 Annual Operating Results. No monies have been received from WG Recreation Council yet for 2020 games played. Also reviewed was what was filed for the State. The 2022 levy is a concern. Good efforts will be needed by all working on the passage of this levy.

Rick Izant suggested to make a list of 2021 park needs. A walk by board members can be done through the Commons in May to address this.

Ed Curtis explained the 2020 Expense Detail, and distributed 2021 calendar reminders. Greg Poe would like to add review of the 2022 Maintenance Contract at our June meeting.

Clerk Monica Gromek read the Annual Appropriation Resolution for Permanent Appropriations:

The Board of Trustees of the West Geauga Joint Community Recreation District, Geauga County, Ohio, met in Regular Session on the 19th day of January 2021, at the Chester Township Town Hall with following members present: Ed Curtis, John Gromek, Greg Poe, Sara Sustin, Bernie Mandel, Linda Palchick, Frank Formicelli and Rick Izant.

John Gromek moved to adopt the following Resolution: Geauga County, Ohio, that to provide for the current expenses and other expenditures of said Board of Trustees, during the fiscal year, ending December 31st, 2021, the following sums be and same are hereby set aside and appropriated for the several purposes for which expenditures are to be made for and during said fiscal year, as follows, viz: That there be appropriated from the: GENERAL FUND 1000 Maintenance $66,000.00 1001 Insurance $ 3,000.00

3000 Misc. $ 1,500.00 Grand Total General Fund $70,500.00 Capital Fund $ 0 Grand Total All Funds $70,500.00 Bernie Mandel seconded the Resolution and the roll called upon its adoption; the vote resulted as follows: Ed Curtis, yes; John Gromek, yes; Greg Poe, yes; Sara Sustin, yes; Bernie Mandel, yes; Linda Palchick, yes; Frank Formicelli, yes; Rick Izant, yes

Maintenance – John Gromek and Jason Abate Manfredi has already used his rock pounder on the baseball field. John Gromek took many pictures of damage at the park from the wind/storm damage last month. Jason Abate said it took 3 days to clean up the park. There are some soft, muddy spots on the trail and shall be patched weather permitting. Park looks Good! Thanks Jason. Joh Gromek said the new sanitation stations at the park will be built with PVC pipe by a man at the Chagrin Falls Building Dept. They shall be ready for installation in the spring 2021.

Maintenance Contract was reviewed and updated; including legal wording added to protect us: 1 yr. contract? 1 yr. renewal? 2-year contract? Can protect us with a 1 + 1 yr. contract. Jason Abate does a super job, he has all the equipment and people needed for the jobs. Board discussion on performance bond. Ohio Law Statutes must be mentioned. What happens if a contractor abandons a project? A Bid Performance bond must be needed; could be expensive. Further discussion on fertilizer/weed killer.
