MINUTES FROM THE REGULAR MEETING

WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT

December 15, 2020

President Greg Poe called the a partial virtual meeting to order at 7:00 pm from the Chester Town Hall meeting room.  Board members present – Ed Curtis, Frank Formicelli, John Gromek, Rick Izant, Bernie Mandel, Linda Palchick, Greg Poe and Sara Sustin.  Jason Abate also present.

The minutes from the November meeting presented by clerk, Monica Gromek.  Ed Curtis motioned to accept the minutes.  John Gromek seconded.  Vote was taken: Ed, yes; Frank, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried. 

The November treasurer’s report was distributed by Treasurer Ed Curtis. The treasurer’s report showed:  Ending checking balance: $29,353.93; Total disbursements: $25.00; Total deposits: $392.85; Encumbered funds: $5,045.00; Unencumbered funds: $45,036.84.  Bernie Mandel motioned to accept the treasurer’s report; Rick Izant motioned to accept the treasurer’s report.  Vote was taken: Ed, yes; Frank, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried.

John Gromek seconded.  Vote was taken:  Ed, yes; Frank, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried.

Bernie Mandel motioned to unencumber $1,000.00 for trees to be planted; will be done in spring 2021.  Rick Izant seconded.   Vote was taken: Ed, yes; Frank, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried. 

Linda Palchick – Facilities   - No report.                                                                                                               

John Gromek and Jason Abate – Maintenance                                                                                                                      John Gromek took pictures of all the damage at the park from last month’s storm. All paths were blocked.  Clean up of the park will depend on the weather.  There is a lot to clean up.  This storm was an act of God; the clean up of this event is not in the maintenance contract.  Ed Curtis motioned to encumber $1,500.00 for this storm clean up.  John Gromek seconded.     Vote was taken:  Ed, yes; Frank, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried. 

The Board agrees that Jason did a great job on the new path project at the bend in the path at the river’s edge.  

Old Business                                                                                                                                    John Gromek reported on an update on the sanitation stations information.  He contacted Chagrin Falls Service Department again.  The stations will be made for us by the Chagrin Falls service dept. in spring 2021.  

Linda Palchick contacted Ryan, the Boy Scout that is doing his Eagle Scout project of path signs in spring 2021.  He is now securing funds for the project.

New Business                                                                                                                            Bernie Mandel will review our bylaws for the January 2021 meeting.   

Conversations concerning an internet Zoom meeting for our upcoming meetings due to Covid-19 restrictions.  Bills and meeting minutes would need to be signed. Frank Formicelli will set up our Zoom access for all future meetings, as needed.

Bernie Mandel had a friend pass away from the Covid-19 virus.  Cautioned all of us to be safe.

Motion for adjournment by Ed Curtis at 7:50 pm.  Seconded by Rick Izant.  Vote was taken: Ed, yes; Frank, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried.
