MINUTES FROM THE REGULAR MEETING

WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT

SEPTEMBER 9, 2020

President Greg Poe called the meeting to order at 7:00 pm at the Pavilion at West Geauga Commons.  Board members present – Mick Benitez-Santana, Ed Curtis, John Gromek, Rick Izant, Bernie Mandel, Linda Palchick, Greg Poe and Sara Sustin.  Jason Abate also present.  

The minutes from the August meeting presented by clerk, Monica Gromek.  Ed Curtis motioned to accept the minutes.  Bernie Mandel seconded.  Vote was taken:  Mick, yes; Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried. 

The August treasurer’s report was distributed by Treasurer Ed Curtis. The treasurer’s report showed:  Ending checking balance: $33,120.70; Total disbursements: $13,484.23; Total deposits: $28,448.96; Encumbered funds: $1,045.00; Unencumbered funds: $52,803.09.  Bernie Mandel motioned to accept the treasurer’s report; Mick Benitez-Santana motioned to accept the treasurer’s report.  Vote was taken:  Mick, yes; Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried. 

John Gromek motioned to pay the following bills:                                                                                          Monica Gromek                          September 2010 minutes                    $ 25.00

Treasurer State of Ohio           Extra 1 hr. for audit                           $ 41.00

Bernie Mandel seconded the motion.  Vote was taken:  Mick, yes; Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried. 

The $65,468.00 budget has been approved by Geauga County.  Budget hearing in Chardon went well.  Our Board will receive approximately 10K to 15K a year from Newbury, as they are now part of the WG school system.

$154.59 received from the Geauga County Auditor as a money distribution.

Clerk Monica Gromek read the RESOLUTION ACCEPTING THE AMOUNTS AND RATES AND DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR.

The Board of Trustees of the West Geauga Joint Recreation District, Geauga County, Ohio, met in regular session on the 9th day of September, 2020 at the pavilion of The West Geauga Commons with the following members present:  Mick Benitez-Santana, Ed Curtis Rick Izant, John Gromek, Bernie Mandel, Linda Palchick, Greg Poe, Sara Sustin.

John Gromek moved the adoption of the following Resolution:                                                                                                             RESOLVED, By the Board of Trustees of the West Geauga Joint Recreation District, Geauga County, Ohio, in accordance with the provisions of law has previously adopted a Tax Budget for the next succeeding fiscal year commencing on January 1st, 2021; and                                                                                               WHEREAS, The Budget Commission of Geauga County, Ohio has certified its action thereon to this Board together with an estimate by the County Auditor of the rate of each tax necessary to be levied by the Board, and what part thereof is without, and what part within the ten mill tax limitation; therefore, be it                            RESOLVED, By the Board of Trustees of the West Geauga Joint Recreation  District, Geauga County, Ohio, that the amounts and rates, as determined by the Budget Commission in its certification, be and the same are hereby accepted; and be it further                                                                                                                             RESOLVED, That there be and is hereby levied on the tax duplicate of said District the rate of each tax necessary to be levied within and without the ten mill limitation as follows:                                                                                            SCHEDULE A – SUMMARY OF AMOUNTS REQUIRED FROM GENERAL PROPERTY TAX                                                    APPROVED BY BUDGET COMMISSION, AND COUNTY AUDITORS ESTIMATED TAX                                                      RATES                                  Fund:  Park Levy Fund   (amount approved by Budget                                                                                                           Commission Outside 10 Mil Limitation)  $65,468.00                                                                                                                                                                                                                                                                             County Auditor’s Estimate of Tax Rate to Be Levied     0.20

And be it further RESOLVED, That the Fiscal Officer of this Board be and is hereby directed to certify a                                  copy of this Resolution to the County Auditor of said County.

Rick Izant seconded the Resolution and the roll being called upon its adoption the vote resulted as follows:  Mick Benitez-Santana, yes; Ed Curtis, yes; John Gromek, yes; Rick Izant, yes; Bernie Mandel, yes; Greg Poe, yes; Linda Palchick, yes; Sara Sustin, yes.  Adopted the 9 day of September, 2020.

 

Fields – Linda Palchick                                                                                                                      Soccer started Sept. 7, 2020.  Parents need to wear masks.  No information from Rec Council.  The Pavilion has 1 reservation from a Book Club. 

Board discussion on field fees for profit with outside groups. John Gromek motioned to set fees: $50.00 per game for profit outside groups and $25.00 per game for non-profit groups.  Bernie Mandel seconded.  Vote was taken:  Mick, yes; Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried.

Maintenance – John Gromek and Jason Abate                                                                               The baseball field flooded with recent rains.  All dried out now.  Trees were down in the river.  The recent water diversion project in that area seems to be working.

Discussion of path direction by the river that washes out.  The trustees will walk to that area after the meeting for further discussion.

John Gromek motioned to encumber an addition $3,000.00 to the Water Divergence and Drainage project.  Rick Izant seconded.  Vote was taken:  Mick, yes; Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried. 

Rick Izant motioned to encumber $1,000.00 to remove ash trees behind the upper soccer field.  Sara Sustin seconded.  Vote was taken:  Mick, yes; Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; Greg, yes; Sara, yes. All in favor, motion carried. 

Sara Sustin is researching hand sanitizer for our restrooms. There are drain flies in the bathroom.  Jason Abate pours bleach down the drain.  The Hand sanitizer has to be secured.  John Gromek will call Chagrin Falls to see how they secure, as not to be stolen. 

Website – Mick Benitez-Santana said the meeting minutes are up to date.  He will post the budget and public record policy on the website.

As the schools are not having group’s meetings at the school buildings because of Covid 19, Linda Palchick secured Chester Town Hall for our monthly WGCJRD meetings that has been changed TO THE 3RD TUESDAY OF THE MONTH…. Beginning Tuesday, October 20, 7:00 pm.
