MINUTES FROM THE REGULAR MEETING

WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT

September 12, 2018

Meeting was called to order by President Walt Waetjen at 7:02 pm at the Commons pavilion. Roll call was taken by clerk, Monica Gromek. Board members present:

Jason Abate also in attendance.

The minutes for the: August 2018 meeting were presented. Ed Curtis motioned to accept the minutes. Rick Izant seconded.

Vote was taken:

All in favor, motion carried.

The Treasurer’s report for August 2018 was distributed by treasurer, Ed Curtis. The August treasurer’s report showed: Ending checking balance: $13,465.04; Total disbursements: $28,777.33; Total deposits: $38,745.17; Encumbered funds: $550.00; Unencumbered funds: $30,624.08. John Gromek motioned to accept the treasurer’s report; Rick Izant seconded.

Vote was taken:

Linda Palchick motioned the following bills be paid:

Monica Gromek read 2018-2019 ‘RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMITTION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR’:

The Board of Trustees of the West Geauga Joint Recreation District, Geauga County, Ohio, met in regular session on the 12 day of September, 2018, at the office of The Commons Pavilion with the following members present: Walt Waetjen, Ed Curtis, Greg Poe, Rick Izant, Linda Palchick, John Gromek.

Linda Palchick moved the adoption of the following Resolution: RESOLVED, By the Board of Trustees of the West Geauga Joint Recreation District, Geauga County, Ohio, in accordance with the provisions of law has previously adopted a Tax Budget for the next succeeding fiscal year commencing on January 1st, 2019; and

Whereas, The Budget Commission of Geauga County, Ohio, has certified its action thereon to this Board together with an estimate by the County Auditor of the rate of each tax necessary to be levied by this Board, and what part thereof is without, and what part within the ten-mill tax limitation; therefore, be it

RESOLVED, By the Board of Trustees of the West Geauga Joint Recreation District, Geauga County, Ohio, that the amounts and rates, as determined by the Budget Commission in its certification, be and the same are hereby accepted and be it further

RESOLVED, that there be and is hereby levied on the tax duplicate of said District the rate of each tax necessary to be levied within and without the ten-mill limitation as follows:

And be it further RESOLVED, That the Fiscal Office of this Board be and is hereby directed to certify a coy of this Resolution to the County Auditor of said County.

Mr. John Gromek seconded the Resolution and the roll being called upon its adoption the vote resulted as follows:

No playground funds have yet been received from Russell (5K), Chester (6K), West Geauga School Board (5K), 500.00 Lions Club. 1,800 labor from Kiwanis. Sand is needed for the playground. Walt Waetjen will call for status.

Ed Curtis attended the Budget Hearing in Chardon. Chester Park District was in attendance and went 40 minutes over. Our budget was approved. Our Board can borrow money against next year’s budget if needed. Our Board was charged 9,340.15 for last year’s (2017) election. We are strapped for funds until March 2019; down 10K in funds due to this charge.

Facilities – Linda Palchick The fields were closed last Sunday, September 9, 2018 due to rain. There are games Saturday and Sunday to October 28. Rec Council tournament is October 21. 1 pavilion request was received.

Maintenance – John Gromek There was water standing in the center of the top field; field unplayable. There are rotted fence posts down in the park. All the roots have been cut out on the trail.

Greg Poe has no report on the walking trail.

Linda Palchick spoke with Scott Waite, civil engineer. Need to talk to Pete MacDonald or the Geauga Park District. The Board needs to research the trail over the winter. How to shore up the trail by the river.

The WG Board of Education has a new committee of about 30 people to study the best usage of all facilities in the district. Our Board does not have much to offer except fields for games.

Jason Abate suggested switching use of the fields. Use the lower field for a year. This will enable rebuild of the top field and the goal areas.

John Gromek motioned for meeting adjournment at 7:40 p. Greg Poe seconded.
