MINUTES FROM THE REGULAR MEETING
WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT
July 12, 2017
Meeting was called to order by President Walt Waetjen at 7:00 pm at the West Geauga Commons pavilion. Roll call was taken by clerk, Monica Gromek. Board members present: Mick Benitez-Santana, Ed Curtis, Frank Formicelli, John Gromek, Rick Izant, Linda Palchick and Walt Waetjen. Jason Abate was present.
The minutes for the: June 2017 meeting were presented by clerk, Monica Gromek. John Gromek motioned to accept the minutes. Rick Izant seconded. Vote was taken: Mick, yes; Ed, yes; Frank, yes; John, yes; Rick, yes; Linda, yes; and Walt, yes; All in favor, motion carried.
The Treasurer’s report for June 2017 was distributed by treasurer, Ed Curtis. The June treasurer’s report showed: Ending checking balance: $20,412.25; Total disbursements: $7,490.00; Total deposits: $0; Unencumbered funds: $29,306.22; Encumbered funds: $17,800.00. Rick Izant motioned to accept the treasurer’s report; Frank Formicelli seconded. Vote was taken: Mick, yes; Ed, yes; Frank, yes; John, yes; Rick, yes; Linda, yes; and Walt, yes; All in favor, motion carried.
Linda Palchick motioned to pay the following bill:
Monica Gromek $ 25.00 July 2017 minutes
Frank Formicelli seconded. Vote was taken: Mick, yes; Ed, yes; Frank, yes; John, yes; Rick, yes; Linda, yes; and Walt, yes; All in favor, motion carried.
Linda Palchick – Facilities Soccer scheduled for Sunday nights til the 3rd week in August. The Y is still using the park on Thursdays. Riverview Church requested use of the pavilion for a Church Night at the Movies on Friday, August 25th. They will bring in a generator, screen and movie. The Russell Police will be notified of this event.

John Gromek – Maintenance Batteries have been placed in the new restroom locks. The culvert pipe project in the main drive has been completed by Jason Abate. Chip n Seal of the main drive will be done in the next few weeks. Vote was taken: Mick, yes; Ed, yes; Frank, yes; John, yes; Rick, yes; Linda, yes; and Walt, yes; All in favor, motion carried.
Old Business Ed Curtis has been in contact with the Boy Scout that replaced The Commons sign at the park entrance. Ed is waiting for submission of his bills.
The Annual Appropriation Resolution was read by clerk Monica Gromek:
The Board of Trustees of the West Geauga Community Joint Recreation District, Geauga County, Ohio, met in General session on the 12th day of July, 2017 at the West Geauga Commons Park with the following member(s) present: Mick Benitez-Santana, Ed Curtis, Frank Formicelli, John Gromek, Rick Izant, Linda Palchick, and Walt Waetjen.
Rick Izant moved the adoption of the following Resolution:
BE IT RESOLVED by the Board of Trustees of the West Geauga Community Joint Recreation District, Geauga County, Ohio that to provide the current expenses and other expenditures of said Board of Trustees, during the fiscal year ending December 31, 2018 the following sums be and the same are hereby set aside and appropriated for the several purposes for which expenditures are to be made for and during said fiscal year as follows: That there be appropriated from the GENERAL FUND for: 60 Program Facility Expense $64,500. Total from the General Fund: $64,500.
Frank Formicelli seconded the resolution and the roll being called upon its adoption, the vote resulted as follows: Mick Benitez-Santana, yes; Ed Curtis, yes; Frank Formicelli, yes; John Gromek, yes; Rick Izant, yes; Linda Palchick, yes; Walt Waetjen, yes. Adopted this 12th day of July, 2017.
The budget hearing was advertised in the News Herald; due July 20, 2017. The hearing is August 22, 2017 by the County Treasurer and Auditor and Ed Curtis will attend. Ed Curtis explained the 2018 budget figures to the Board.
John Gromek – Levy
The Resolution Declaring it Necessary to Levy a Tax in Excess of the Ten Mill Limitation was read by clerk, Monica Gromek.
The West Geauga Community Joint Recreation District of Geauga County, Ohi8o met in regular session on July 12, 2017 at the Commons Pavilion with the following members present: Mick Benitez-Santana, Ed Curtis, Frank Formicelli, John Gromek, Rick Izant, Linda Palchick, Walt Waetjen. Ed Curtis moved the adoption of the following Resolution:

WHEREAS, the amount of taxes which may be raised within the ten mill limitation will be insufficient to provide an adequate amount for the necessary requirements of the said West Geauga Community Joint Recreation District, County of Geauga; RESOLVED, by the West Geauga Community Joint Recreation District of the members elected thereto concurring, that is necessary to levy a tax in excess of the ten mill limitation for the benefit of the West Geauga Commons Park for the purpose of recreation purposes. Revised Code No# for the purpose is: 5705.19 (H). A renewal of an existing tax of .20 mills.
At a rate not exceeding 0.2 mills for each one dollar of valuation, which amounts to $0.02 (2 cents) for each one hundred dollars of valuation, for 5 years commencing in 2017. First due in calendar year 2018.
RESOLVED, that the question of levying additional taxes be submitted to the electors of said Subdivision at the general election to be held at the usual places within said subdivision on November 7, 2017; and be it further.
RESOLVED, that said levy be placed upon the tax list of the current year after the February settlement next succeeding the election, if majority of the electors voting thereon vote in favor thereof; and be it further
RESOLVED, that the Clerk or Fiscal Officer of the West Geauga Community Joint Recreation District is hereby directed to certify a copy of this Resolution to the Board of Elections, Geauga County, Ohio, and notify the Board of Elections to cause notice of election on the question of levying said tax to be given as required by law.
John Gromek seconded the motion and the roll being called upon its adoption the vote resulted as follows: Mick Benitez-Santana, yes; Ed Curtis, yes; Frank Formicelli, yes; John Gromek, yes; Rick Izant, yes; Linda Palchick, yes; Walt Waetjen, yes; Adopted on July 12, 2017.
