MINUTES FROM THE REGULAR MEETING
WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT
June 21, 2017
Meeting was called to order by President Walt Waetjen at 7:00 pm at the West Geauga Commons pavilion. Roll call was taken by clerk, Monica Gromek. Board members present: Mick Benitez-Santana, Ed Curtis, Frank Formicelli, John Gromek, Rick Izant, Bernie Mandel and Linda Palchick. Jason Abate was present.
The minutes for the: May 2017 meeting were presented by clerk, Monica Gromek. Ed Curtis motioned to accept the minutes. Frank Formicelli seconded. Vote was taken: Mick, yes; Ed, yes; Frank, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; and Walt, yes; All in favor, motion carried.
The Treasurer’s report for May 2017 was distributed by treasurer, Ed Curtis. The May treasurer’s report showed: Ending checking balance: $27,902.25; Total disbursements: $6,025.00; Total deposits: $0; Unencumbered funds: $33,135.13; Encumbered funds: $21,300.00. John Gromek motioned to accept the treasurer’s report; Frank Formicelli seconded. Vote was taken: Mick, yes; Ed, yes; Frank, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; and Walt, yes; All in favor, motion carried.
Bernie Mandel motioned to pay the following bills:

Volleyball court Linda Palchick seconded. Vote was taken: Mick, yes; Ed, yes; Frank, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; and Walt, yes; All in favor, motion carried.
Ed Curtis said our July 2017 regular monthly meeting will be moved from July 19 to July 12 as the budget is due to the County by July 20. Our cookout at this July meeting.
Facilities – Linda Palchick Soccer is completed. Adult Soccer is still playing on Sundays. No pavilion requests. The YMCA has started their schedule on Thursdays 2 weeks ago. Baseball is still in progress.
Maintenance – John Gromek Jason Abate reported the asphalt grindings were used to full in craters by the volleyball court after heavy rains 3 weeks ago. The baseball score box is down. Trees are trimmed. Baseball Federation has not dragged the field yet this year; and they are responsible for field maintenance. Eugene DiFranco prepped the field per baseball.
Jason Abate is doing the culvert this Friday, June 23. Ed Curtis talked to Asphalt Fabricators and got the total price down $2,000.00 to $10,900.00. The work will be done July or August. If there is any leftover material, Jason will fill a deep hole at the end of the main drive getting onto Rt. 306.
The new fence installed last month by the volleyball court had 1 broken board; replaced by Jason Abate. Kevin Weenink advised Jason that kids are smoking by the volleyball court. Jason Abate will notify the Russell Police to monitor.
Playground – Rick Izant this project cannot be financially done this year; not in the budget.
Ed Curtis talked about the 2018 budget. The playground figure needs to be in the budget that will be submitted to the County. Board discussion. The replacement playground items will come out of the Maintenance budget. 17K will come out of the capital funds. Linda Palchick suggests the Board contact Joe Weiss on the Chester Park Board to discuss our playground project.
Levy – John Gromek
The following Certificate of Need resolution for a levy to be on the ballot this November 7, 2017 was read by clerk Monica Gromek:
West Geauga Community Joint Recreation District Resolution Number 2017-01 – Whereas the West Geauga Community Joint Recreation District has determined that it will be necessary to levy a tax outside of the ten mill limitation for the purpose of recreation purposes, pursuant to Ohio Revised Code Sections 75.17, 5705.19 (HO) and 7505.191 at a rate of two tenths (2/10) mills for 5 years which levy is a renewal of an existing two tenths (2/10) mills.
Be it resolved by the West Geauga Community Joint Recreation District, after meeting in regular session on this 20th day of June, 2017, that pursuant to ORC 5705 (B) said board hereby certifies this resolution to the Geauga County Auditor, and requests that the County Auditor certify back to the West Geauga Community Joint Recreation District that total current tax valuation of the subdivision, and the number of mills required to generate a specified amount of revenue, or dollar amount of revenue that would be generated by a specified number of mills for the purpose of recreation purposes, pursuant to Ohio Revised Code 755.17, 5705.19(H), and 7505.191 at a rate of two tenths (2/10) mills for 5 years which levy is a renewal of an existing two tenths (2/10) mills.
Bernie Mandel moved for the adoption of the foregoing and Rick Izant seconded this motion. Upon the call of questions, the vote was as follows:

The Certificate of Need Resolution was adopted this 20th day of June, 2017.
