MINUTES FROM THE REGULAR MEETING

WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT

April 19, 2017        

Meeting was called to order by President Walt Waetjen at 7:00 pm in the West Geauga High School library. Roll call was taken. Board members present: Ed Curtis, Don Drockton, Rick Izant, Bernie Mandel, Linda Palchick and Walt Waetjen. Jason Abate was also present.  

The minutes for the: March 2017 meeting were presented. Rick Izant motioned to minutes be accepted as written. Ed Curtis seconded. Vote was taken: Ed, yes; Don, yes; Rick, yes; Bernie, yes; Linda, yes; and Walt, yes; All in favor, motion carried.

The Treasurer’s report for March 2017 was distributed by treasurer, Ed Curtis. The March treasurer’s report showed: Ending checking balance: $35,810.79; ending savings balance: $26,530.66; encumbered funds: $2,000; Total funds available: $62,341.45. Bernie Mandel motioned to accept the treasurer’s report; Rick Izant seconded. Vote was taken: Ed, yes; Don, yes; Rick, yes; Bernie, yes; Linda, yes; and Walt, yes; All in favor, motion carried.

Bernie Mandel motioned that the following bill be paid:

Abate Landscaping    $513.43      3 plows@ $75.00 each + doggie bags $288.43

Don Drockton seconded the motion. Vote was taken: Ed, yes; Don, yes; Rick, yes; Bernie, yes; Linda, yes; and Walt, yes; All in favor, motion carried.

Linda Palchick stated that she had received the soccer schedules from both Rec Council and Travel soccer. Rec Council began yesterday (April 18th) while travel soccer and men’s soccer will begin on Sunday, April 23rd. At present there are five requests for Pavilion usage.

There was no report on maintenance due to the absence of John Gromek. Jason Abate did say that his crew had been able to cut the grass and it has been fertilized. He said there still had been no meeting scheduled with John Benedict and Eugene Di Franco regarding pre-season prep on the baseball field. Walt Waetjen questioned tearing down the scorer’s box which he felt had been decided at the March meeting. Jason Abate presented a quote for that plus the cost to install a split rail fence around the volleyball field. It was the following:                                                                                                                Scorer box teardown and removal          $400.00                                                                                                                                                                       Split rail fence – 150 ft. with walkway entrance (17 post + 45 rails) $1,725.00

A discussion followed regarding the need for a 3 rail fence versus a 2 rail fence. Jason said that we could deduct $225.00 from total for a 2 rail. Rick Izant motioned to encumber $1900.00 to cover the cost of a 2 rail fence and the teardown. Don Drockton seconded. Vote was taken: Ed, yes; Don, yes; Rick, yes; Bernie, yes; Linda, yes; and Walt, yes; All in favor, motion carried.

Walt Waetjen asked Jason Abate if he had heard from Bill Gillespie regarding the drain replacement in the driveway. He asked him to contact him ASAP and schedule the work so we can get a quote for chip and seal repairs. We also need to see if we do chip and seal or blacktop over the replaced drain pipe. Bernie Mandel moved to encumber $2,500.00 for culvert repairs. Rick Izant seconded the motion. Vote was taken: Ed, yes; Don, yes; Rick, yes; Bernie, yes; Linda, yes; and Walt, yes; All in favor, motion carried.

Rick Izant reviewed the playground project. The proposed total cost would be $25,000.00. He hoped that $10,000.00 - $15,000.00 could come from the Commons Board. Kiwanis had indicated their willingness to contribute $3,000.00 + labor. We have had no commitment from Rotary, The Lions and any groups using the fields. Bernie Mandel will try to contact Rotary and Frank Formicelli was to speak to Lions Club. We anticipated that it will be spring 2018 before everything can be coordinated and completed.

Walt Waetjen mentioned the possibility of having a Boy Scout seeking their Eagle Scout badge consider building a bench for the “Mandel Glade” and/or do the distance markers for the trail. Linda Palchick will try to contact a scout leader for some names.

Rick Izant moved that the slate of officers for 2017-2018 for the Commons Board remain unchanged; the motion was seconded by Don Drockton. Vote was taken: Ed, yes; Don, yes; Rick, yes; Bernie, yes; Linda, yes; and Walt, yes; All in favor, motion carried.

Don Drockton noted that he had received confirmation from EPA regarding their approval of the restroom for five years.

We are very pleased to meet our long awaited new Board member from Chester Township: “Mick” Benitez Santana. He was originally from Detroit; married a “local girl”; had a child who attended W.G.H.S.; is a nurse working at Metro currently working toward his advanced degree at Ursuline.

Linda Palchick motioned for meeting adjournment at 8:05 pm. Don Drockton seconded. Vote was taken: Ed, yes; Don, yes; Rick, yes; Bernie, yes; Linda, yes; and Walt, yes; All in favor, motion carried.
