MINUTES FROM THE REGULAR MEETING

WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT

                                                              March 15, 2017      

Meeting was called to order by President Walt Waetjen at 7:00 pm at the library at West Geauga High School. Roll call was taken by clerk, Monica Gromek. Board members present: Ed Curtis, Don Drockton, Frank Formicelli, John Gromek, Bernie Mandel, and Linda Palchick. Jason Abate was also present.

The minutes for the: February 2017 meeting were presented by clerk Monica Gromek. Bernie Mandel motioned to accept the minutes. Ed Curtis seconded. Vote was taken: Ed, yes; Don, yes; Frank, yes; John, yes; Bernie, yes; Linda, yes; and Walt, yes; All in favor, motion carried.

The Treasurer’s report for February 2017 was distributed by treasurer, Ed Curtis. The February treasurer’s report showed: Ending checking balance: $12,992.27; Total disbursements: $441.69; Total deposits: $0; Unencumbered funds: $39,521.80; Encumbered funds: $0. Linda Palchick motioned to accept the treasurer’s report; Bernie Mandel seconded. Vote was taken: Ed, yes; Don, yes; Frank, yes; John, yes; Bernie, yes; Linda, yes; and Walt, yes; All in favor, motion carried.

Bernie Mandel motioned the following bills be paid:

Linda Palchick – Facilities

Rec Council begins April 22; Soccer Club on April 23. 1 Pavilion request for June has been received. June 11 weekend the Lions Club is hosting a Baseball Tournament. Frank Formicelli will get the info at next week’s Lions Club meeting. Charlie Brennan, Chagrin Falls Lacrosse, may be interested in our Lacrosse Field.

 

Maintenance – John Gromek and Jason Abate

An apple tree is down at the volleyball court. John Gromek has to reprogram the bathroom locks. There are branches down throughout the park. The trail washed out in a few areas. John Gromek motioned to encumber $500.00 for grindings to repair the washed out trails. Don Drockton seconded. Vote was taken: Ed, yes; Don, yes; Frank, yes; John, yes; Bernie, yes; Linda, yes; and Walt, yes; All in favor, motion carried.

Fresh car tracks appear every week in the volleyball court. John Gromek suggests a split rail fence be installed to deter vandal drivers. Jason Abate will give the Board an estimate to install this split rail fence.

The Maintenance contract is off the website. Discussion on posting ‘field closed’ information on the website.

New Business

Bernie Mandel excused himself from this part of our meeting. Board discussion on the 3 estimates received on the 2 year Maintenance Contract for The Commons. John Gromek motioned to accept the 2017-2018 bid from Abate Landscaping. Don Drockton seconded. Vote was taken: Ed, yes; Don, yes; Frank, yes; John, yes; Bernie, yes; Linda, yes; and Walt, yes; All in favor, motion carried. Walt Waetjen explained to Jason Abate that his company won the Maintenance Bid for the next 2 years, to 2019.

Representatives from the groups that use our fields at The Commons are present.

Walt Waetjen welcomed guests: Jeff Mann from Rec Council, John Benedict from WG Baseball Federation and Bill Bryan from WGHS Soccer Coach were present.

Jeff Mann will have 7 teams on Sunday and will use the lower field again for soccer. Linda Palchick said there are 2 teams for Soccer Club. Rec Council tournament is Oct. 13 and 14. Walt said the parking last year was a big problem. An ambulance and police could not get into the park. Walt Waetjen said the Board agreed that Rec Council has to address it. Shuttle? Bernie Mandel said a security guard may be the answer.

John Benedict said the baseball field was great for the Pony League teams. Trees are encroaching the field on the 3rd base line. There is a grove behind 1st base – a black hole where the balls to in. Maybe the old lacrosse net can be put to good use in this area. Linda Palchick said the Lions club is hosting a tournament June 9 to 11. Can baseball accommodate this in their schedule?   John Benedict questioned a fence in the outfield. Jason Gromek put up a fence the last time the field was used for the Men’s League. Walt Waetjen asked John Benedict to research the cost of the fence. The Board agreed to remove the baseball scorer’s box.

Bill Bryan – Sunday’s use of the field may be in conflict with Rec Council games’ Sunday usage. Discussion held between Jeff Mann and Bill Bryan on the scheduling of games. Our Board is here to work with these groups. Bill Bryan asked if the Board would consider marking/posting the mileage along the trail in the Park.

Jeff Mann also proposed if any projects need to be done at the Park, he is involved with Troop 91 Boys Scouts.

John Gromek explained to our guests that the Board would like to post on the Commons website that the fields would be closed if the weather has affected the field conditions.   Discussion on the status of the baseball field. Jason Abate has killed all the weeds in the infield. John Benedict said that the Baseball Federation could help coordinating efforts to maintain the baseball field conditions. Bernie Mandel motioned to encumber $1500.00 for 15-18 yds. of dirt to install and grade the baseball field. Ed Curtis seconded. Vote was taken: Ed, yes; Don, yes; Frank, yes; John, yes; Bernie, yes; Linda, yes; and Walt, yes; All in favor, motion carried.

Bernie Mandel told the representatives that the Board is going out for a levy this fall and would appreciate their club’s support. Could the groups help fund for advertising/signs that will be part of the campaign for the November 2017 levy? Information will be forthcoming.

Bernie Mandel motioned to approve $44,500.00 to Abate Landscaping for the Maintenance Contract. John Gromek seconded. Vote was taken: Ed, yes; Don, yes; Frank, yes; John, yes; Bernie, yes; Linda, yes; and Walt, yes; All in favor, motion carried.
