MINUTES FROM THE REGULAR MEETING

WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT

                                                         November 16, 2016  

Meeting was called to order by President Walt Waetjen at 7:00 pm at the library at West Geauga High School. Roll call was taken by clerk, Monica Gromek. Board members present: Ed Curtis, Don Drockton, Frank Formicelli, John Gromek, Rick Izant, Bernie Mandel, Linda Palchick, and Walt Waetjen. Jason Abate was also present.

Eagle Scout candidate Xavier Zup attended to obtain signature to sign off on his Eagle Scout project – the main entrance sign to The Commons.

The minutes for the October meeting were presented by clerk Monica Gromek. Ed Curtis motioned to accept the minutes as amended; Rick Izant seconded. Vote was taken: Ed, yes; Don, yes; Frank, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; and Walt, yes. All in favor, motion carried.

The Treasurer’s report for October was distributed by treasurer, Ed Curtis. The October treasurer’s report showed: Ending checking balance: $13,473.60; Total disbursements: $1,188.77; Total deposits: $750.00; Unencumbered funds: $38,998.77; Encumbered funds: $0. John Gromek motioned to accept the treasurer’s report; Linda Palchick seconded. Vote was taken: Ed, yes; Don, yes; Frank, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes; and Walt, yes. All in favor, motion carried.

Maintenance – John Gromek                                                                                                                         Doors on the rest room needs new batteries. This is the 1st time to replace these batteries since the installment of the new latrines.

Jason Abate reported he aerated and cleared leaves from the junior soccer field. He top-dressed holes in the fields. He split the grasses to spread out and fill in the spaces of the junior soccer field. The baseball infield weeds are dead.  

The Maintenance Contract needs review by Board Members for January 2017.

Playground – Rick Izant                                                                                                                                    Rick met at the Park with Chris Meyer from Meyer Design. Chris has lots of experience with playgrounds. Currently, the 8,000 sq. ft. sand base on the playground could be grandfathered under ADA rules. If changes are made, we must update to current regulations. We can keep the sand base and update the playground apparatus. The timbers on the playground perimeter are rotten. Plastic timbers are now available, estimate cost $2,850.00.

A rubberized base estimate cost would be $90K, 9 to 12 inches deep. Wood chips estimate cost would be $16K.

Refurbish playground equipment by sandblasting to remove rust $3,710.00.

Vinyl decks, staircases, bridges $8,900.00. Can replace the merry-go-round.

Swing set – The Board is at risk. For insurance purposes the tire swing has to be taken down. Only 2 swings are allowed per section.

To be ADA compliant, new playground cost could be $90,000 K to $200,000 K. A few trees around the playground perimeter could be removed.

The West Geauga Kiwanis will contribute financially and provide labor. The Kiwanis Club will communicate to the Rotary these details. Both organizations could attend our January 2017 meeting.

A secondary quote is needed. The slide is 20” off ground, and now needs to be 12” off the ground.

 

December Holiday meeting – Bernie Mandel presented 2 options for December 14 meeting: Oak n Embers, or Chesterland Tavern. After Board discussion, Chester Tavern was selected. Bernie will make reservations for 14. 7:00 pm meeting; 7:30 pm dinner.

Walt Waetjen said that a new slate of officers is needed for April 2017.   Possibly Frank Formicelli would assume the Treasurer’s duties, working with Ed Curtis. There remains a position open for a Board Member from Chester Township. Joe Weiss possible interested. Don Drockton will talk with Jan Kaminiski.
