MINUTES FROM THE REGULAR MEETING

WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT

July 6, 2016 - Approved

Meeting was called to order by President Walt Waetjen at 7:00 pm at the pavilion of The Commons Park. Roll call was taken by clerk, Monica Gromek. Board members present: Linda Palchick, Bernie Mandel, John Gromek, Rick Izant, Ed Curtis & Don Drockton. Jason Abate was also present.

The minutes for the June meeting were presented by clerk Monica Gromek. John Gromek motioned to accept the minutes; Rick Izant seconded. Vote was taken: Walt, yes; Linda, yes; Bernie, yes; John, yes; Don, yes; Rick, yes; Ed, yes. All in favor, motion carried.

The Treasurer’s report for June was distributed by treasurer, Ed Curtis. The June treasurer’s report showed: Ending checking balance: $20,506.33; Total disbursements: $6,202.00; Total deposits: $400.00; Unencumbered funds: $44,768.31; Encumbered funds: $2,256.50. Bernie Mandel motioned to accept the treasurer’s report; Linda Palchick seconded. Vote was taken: Walt, yes; Linda, yes; Bernie, yes; John, yes; Don, yes; Rick, yes; Ed, yes. All in favor, motion carried.

Linda Palchick motioned the following bill be paid:

  • Monica Gromek - $25.00, June 2016 Minutes
  • Asphalt Fabricators & Specialists, $13,300.00, 2 parking lots & drive (Chester Twp. Paving Addendum)

Bernie Mandel seconded. Vote was taken: Walt, yes; Linda, yes; Bernie, yes; John, yes; Don, yes; Rick, yes; Ed, yes. All in favor, motion carried.

John Gromek motioned to encumber $13,300.00 for the paving project of our 2 parking lots and drive. Work to be done by Asphalt Fabricators & Specialists as an add-on the Chester Twp. Paving with payment made after completion of the job. Ed talked to retired Road Superintendent of Chester Twp. Don Drockton seconded. Vote was taken: Walt, yes; Linda, yes; Bernie, yes; John, yes; Don, yes; Rick, yes; Ed, yes. All in favor, motion carried.

Ed Curtis explained the Annual Appropriation Resolution for the budget. The Board discussed big park projects: Possibly paving the walking path in sections. John Gromek and Jason Abate suggested curbing the dirt in 4 or 5 problem areas for water drainage. We can ask for donations to update the playground. Don Drockton suggested possibly add a barrier on the small soccer field so the balls don’t roll down the hill. Jason Abate said the tall grasses can be split in the fall in that area.

Clerk Monica Gromek read the following resolution:

The Board of Trustees of the West Geauga Community Joint Recreation District, Geauga County, Ohio, met in General session on the 6th day of July, 2016 at the West Geauga Commons Park with the following member(s) present:

Walt Waetjen, Ed Curtis, Rick Izant, Linda Palchick, Bernie Mandel, John Gromek, Don Drockton. Bernie Mandel moved the adoption of the following Resolution: BE IT RESOLVED by the Board of Trustees of the West Geauga Community Joint Recreation District, Geauga County, Ohio that to provide the current expenses and other expenditures of said Board of Trustees, during the fiscal year ending December 31, 2017 the following sums be and the same are hereby set aside and appropriated for the several purposes for which expenditures are to be made for and during said fiscal year as follows, viz: GENERAL FUND

That there be appropriated from the GENERAL FUND for: 60   

Program Facility Expense $64,500.  Total General Fund $64,500.

Rick Izant seconded the resolution and the roll being called upon its adoption, the vote resulted as follows: Walt Waetjen, yes; Ed Curtis, yes; Rick Izant, yes; Linda Palchick, yes; John Gromek, yes; Bernie Mandel, yes; Don Drockton, yes. Adopted this 6th day of July, 2016.

Linda Palchick – Facilities

The Ambassadors have requested to play a soccer game at The Commons. Linda told them it would cost $25.00. The Baseball Federation liked using our park and wants to continue to use it in the future. No pavilion requests received. Walt Waetjen stated there is a lot of impromptu use of the soccer field and pavilion.

John Gromek – Maintenance

Jason Abate will prime and paint the volleyball goal posts. John Gromek motioned to encumber $400.00 for paint. Linda Palchick seconded. Vote was taken: Walt, yes; Linda, yes; Bernie, yes; John, yes; Don, yes; Rick, yes; Ed, yes. All in favor, motion carried. Jason reports that all the baseball dirt will be spread in the next month to fill in holes on the field. Eugene DiFranco dragged the field to get rid of the rocks. John Benedict said there is a fall league. Linda Palchick will clarify that with John for use this fall.

 

John Gromek – Levy A Certificate of Need resolution was read by Clerk Monica Gromek.

West Geauga Community Joint Recreation District Resolution Number 2016-01 – Whereas the West Geauga Community Joint Recreation District has determined that it will be necessary to levy a tax outside of the ten mill limitation for the purpose of recreation purposes, pursuant to Ohio Revised Code Sections 755.17, 5705.19 (HO, and 7505.191 at a rate of two tenths (2/10) mills for 5 years which levy is a renewal of an existing two tenths (2/10) mills.

Be it resolved by the West Geauga Community Joint Recreation District, after meeting in regular session on this 6th day of July, 2016, that pursuant to ORC 5705 (B) said board hereby certifies this resolution to the Geauga County Auditor, and requests that the County Auditor certify back to the West Geauga County Joint Recreation District that total current tax valuation of the subdivision, and the number of mills required to generate a specified amount of revenue, or dollar amount of revenue that would be generated by a specified number of mills for the purpose of recreation purposes, pursuant to Ohio Revised Code Sections 755.17, 5705.19 (HO, and 7505.191 at a rate of two tenths (2/10) mills for 5 years which levy is a renewal of an existing two tenths (2/10) mills.

Ed Curtis moved for the adoption of the foregoing and Rick Izant seconded this motion. Upon the call of questions, the vote as follows: Walt Waetjen, yes; Ed Curtis, yes; Rick Izant, yes; Linda Palchick, yes; John Gromek, yes; Bernie Mandel, yes; Don Drockton, yes. Adopted this 6th day of July, 2016.

John Gromek will deliver this resolution to the Auditor’s office.

Don Drockton did receive an answer from Ed Hren. He will review it and report back to the Board. Linda Palchick motioned to encumber $200.00 to the Treasurer, State of Ohio, for the EPA permit filing. The Board will need to commit with Steigerwald Septic Co. to service the bathroom, because Steigerwald is the name on the permit.

John Gromek motioned to adjourn the meeting at 7:50 pm. Rick Izant seconded. Vote was taken: Walt, yes; Linda, yes; Bernie, yes; John, yes; Don, yes; Rick, yes; Ed, yes. All in favor, motion carried.
