MINUTES FROM THE REGULAR MEETING

WEST GEAUGA COMMUNITY JOINT RECREATION DISTRICT

SEPTEMBER 11, 2019

Vice President Bernie Mandel called the meeting to order at 7:00 pm at the West Geauga Commons Pavilion.  Board members present - Ed Curtis, John Gromek, Rick Izant, Bernie Mandel, and Linda Palchick. Walt Waetjen hospitalized with infection.  Jason Abate also present.   

The minutes from the August meeting presented by clerk, Monica Gromek.  Ed Curtis motioned to accept the minutes.  John Gromek seconded.  Vote was taken:  Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes. All in favor, motion carried. 

The Treasurer’s report for August 2019 was distributed by treasurer, Ed Curtis.  The treasurer’s report showed:  Ending checking balance: $1,540.96; Total disbursements: $17,713.53; Total deposits: $7,00.00; Encumbered funds: $1,300.00; Unencumbered funds: $20,962.95.  Bernie Mandel motioned to accept the treasurer’s report; Rick Izant seconded.  Vote was taken:  Vote was taken:  Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes. All in favor, motion carried. 

Clerk Monica Gromek read the tax Year 2019-2020 Collection Year RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR.

The Board of Trustees of the West Geauga Joint Recreation District, Geauga Count, Ohio, met in regular session on the 11 day of September 2019, at the pavilion of the West Geauga Commons with the following members present:  Ed Curtis, John Gromek, Rick Izant, Bernie Mandel and Linda Palchick.

John Gromek moved the adoption of the following Resolution:                                                                                 RESOLVED, By the  Board of Trustees of the West Geauga Joint Recreation District, Geauga County, Ohio, in accordance with the provisions of law has previously adopted a Tax Budget for the next succeeding fiscal year commencing on January 1st, 2020; and

WHEREAS, The Budget Commission of Geauga County, Ohio, has certified its action thereon to this Board together with an estimate by the County Auditor of the rate of each tax necessary to be levied by this Board, and what part thereof is without, and what part within the ten mill tax limitation; therefore,  be it

RESOLVED, By the Board of Trustees of the West Geauga Joint Recreation District, Geauga County, Ohio, that the amounts and rates, as determined by the Budget Commission in its certification, be and the same are hereby accepted; and be it further

RESOLVED, that there be and is hereby levied on the tax duplicate of said District the rate of each tax necessary to be levied within and without the ten-mill limitation as follows:

SCHEDULE A – SUMMARY OF AMOUNTS REQUIRED FROM GENERAL PROPERTY TAX APPROVED BY BUDGET COMMITTIONS, AND COUNTY AUDITORS ESTIMATED TAX RATES                                                                    Park Levy Fund Amount Approved by Budget Commission Outside 10 Mill Limitation:  67,535.00                                                County Auditor’s Estimate of Tax Rate to Be Levied: 0.20

SCHEDULE B – LEVIES OUTSIDE 10 MILL LIMITATION, EXCLUSIVE OF DEBT LEVIES                                                         1988 Recreation Fund: Levy authorized by voters on November 7, 2017 not to exceed 5 years: 0.20 Maximum Rate Authorized to Be Levied .  County Auditor’s Estimate of Yield of Levy: 67,535.00.

And be it further RESOLVED, That the Fiscal Officer of this Board be and is hereby directed to certify a copy of this Resolution to the County Auditor of said County.

Mr. Rick Izant seconded the Resolution and the roll being called upon its adoption the vote resulted as follows:    Ed Curtis, yes; John Gromek, yes; Rick Izant, yes; Bernie Mandel, yes; Linda Palchick, yes.  Adopted the 11 day of September 2019.

Eagle Scout Ryan McGinnis presented his Eagle Scout project to be done at The Commons. He showed the Board plans to remove all the old trail signs and make new signs, covered by clear plastic.  Bernie Mandel asked for a cost estimate; and he also cautioned Ryan to make sure moisture does not get in the sign. Ryan needs approvals from our Board, the Boys Scout troop and the district Boy Scouts.  Rick Izant motioned to allow Ryan to start this project.  John Gromek seconded.  Vote was taken:  Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes. All in favor, motion carried.  Jason Abate suggested the signs be mounted on 4x4 posts to be sturdier.

Our monthly board meeting will be moved to Wednesday, October 16, 2019 at the high school library.

Rick Izant motioned that treasurer Ed Curtis transferred funds to the checking account from the savings account.  John Gromek seconded.  Vote was taken:  Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes. All in favor, motion carried.

Rick Izant motioned to encumber $1,350.00 for Yoder Painting to paint the pavilion at The Commons.  Linda Palchick seconded.  Vote was taken:  Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes. All in favor, motion carried.

Ed Curtis reported that the Geauga County Treasurer complimented our board.  Noted that we spend funds wisely.  Ed Curtis reports we have about 2K left to spend this year.

Facilities – Linda Palchick                                                                                                              Jeff Mann has changed the Rec Council Soccer Tournament to October 19, 2019.   The parking situation last year at the tournament was good.  A representative should come to our October 16 meeting to inform the Board of plans for this year’s tournament.  The Board feels that a policeman is needed again this year onsite. Linda Palchick will send Jeff Mann a letter.  Linda reports that soccer is finished on October 27.   1 pavilion request for Sunday, September 15. 

Maintenance                                                                                                                                   Jason Abate reported the broken swing has been replaced.  Also, a broken board on a picnic table in the pavilion is repaired.  All trimming done around the playground and the trail has been raked.  Rick Izant reported that Yoder Painting will be painting the pavilion in the next few weeks.

Playground – Rick Izant                                                                                                                Rick sent a letter to Robert Schwarz at Kiwanis.  Robert said they will discuss it at the next Kiwanis meeting.  Rick asked if Jason Abate can pick up the sad with Abate Landscaping trucks.  Wheelbarrows would be  needed to transfer the sand to the playground.  A coordination date is next to be set.

Board discussion about a sign for the pavilion to dedicate to Pat Jasko, who is now in Hospice care.  John Gromek got information for a brown composite sign routed letters with a white underlayment.  He will obtain a quote. Rick Izant motioned to encumber $225.00 for this sign.  John Gromek seconded.  Vote was taken:  Ed, yes; John, yes; Rick, yes; Bernie, yes; Linda, yes. All in favor, motion carried.  Bernie Mandel asked for someone to write a tribute/declaration to hold a Pat Jasko Day.  Bernie Mandel will talk to Chesterland News for a full-page article on Pat Jasko.

A letter was received from the Geauga Soil and Water Conservation District to congratulate the WG Commons winning American Sycamore in Geauga County’s 2019 Big Tree Contest.  Tree was nominated by Susan Curtis of Novelty.  The tree stands 115 ft. high, with a crown spread of 101 ft. and circumference of 173.5 inches.  Historical significance to the park’s landscape, through hundreds of years of its existence. Honor for our tree will be recognized on Thursday, October 10 at the Claridon Woodlands Lodge in Chardon.
